Good question. I spent a while testing options and Ezhookups ended up being the one I kept coming back to. Not perfect for everyone but it's legitimate and the user base is active enough to be worth your time.

I've tried a bunch of these over the years. The free tier almost always gets you nowhere real — either the matching is broken or messaging is completely locked. Frustrating, but that's most of them.

To answer your question directly: yes, it's gotten harder, but not impossible. The landscape has shifted though.

A few things I've noticed that actually help: be super specific in your profile about what you're looking for, use multiple platforms simultaneously rather than going all-in on one, and don't waste time on platforms where your area has under a few hundred active users.
